I deem it. most necessary that Japanese should make exhaustive inquiries into thi- affairs id' Europe and America by menus of personal inspect ion. I hope that my trip abroad will help me in furthering the welfare of our country. Looking into the present state of Japan, political circles seem to ilie enjoying temporary tranquillity, as there is no important political question ahead requiring the immediate attention of iMiliti-cians. The policy of (he government, it may he presumed, will not undergo any radical change to that which is now pursued."

Replying to a question regarding the operation of the revised treaties in the work of whose revision he tookvo prominent a part, the Marquis said that lie was of opinion that lie had- every reason to congratulate himself on the workings id" the treaties since they had come into effect some years ago or thereabouts.
